Why do we need to remove trees to deliver BREP?
Rationale for removal of trees required to deliver A38 BREP.
The Council submitted the Full Business Case (FBC) for BREP in March 2023, which was later endorsed for funding by the Department for Transport (DfT) in July 2023.
Tree removal consultation (Scheme D)
Notice is hereby given that Worcestershire County Council has undertaken a consultation to remove trees on New Road in the vicinity of the junction with A38 and on the A38. Information on the location of the trees can be found on the following plan, Scheme D High Level Landscaping Plan (PDF).
All representations received were carefully considered and discussed at a Street Tree Review Panel on Tuesday 27 August 2024.
It was considered that the engineering works on the A38 and New Road are imperative for the purposes of achieving the objectives of the Bromsgrove Route Enhancement Programme. There is no alternative solution that would significantly reduce the number and extent of tree loss along the A38 northbound. However, an alternative engineering solution is being considered to reduce the level of tree loss where road widening is nominal. These areas shall now be classified as “at risk of damage/removal” rather than “removal”. If the alternative engineering solution is deemed unsuitable then all the trees highlighted for removal during consultation shall need to be removed.
As for the trees on New Road , west of the A38 , these will inhibit the engineering works and with no alternative engineering solutions having been identified that would allow the trees to be retained, the decision was therefore made for these trees to be removed. An alternative engineering solution is being considered to reduce tree loss on New Road , east of the A38. Most of this area shall now be classified as “at risk of damage/removal” rather than “removal”, noting an area shall still require tree removal to enable the works . If the alternative engineering solution is deemed unsuitable all the trees highlighted for removal during consultation shall need to be removed.
Tree removal for this scheme shall be no earlier than 2 October 2024.
Tree removal consultation (Scheme C)
Notice is hereby given that Worcestershire County Council has undertaken a consultation with regard to the proposed removal of trees on Charford Road in the vicinity of the junction with A38, Stoke Road in vicinity of the junction with A38, and on A38 Stoke Road. The location of the trees can be found on the following plan: Scheme C High Level Landscaping Plan (PDF).
All representations received in response to the consultation were carefully considered and discussed at a Street Tree Review Panel on Thursday 1 August 2024.
It was considered that the engineering works on these roads are imperative for the purposes of achieving the objectives of the Bromsgrove Route Enhancement Programme. As the said trees will inhibit those engineering works and with no alternative engineering solutions having been identified that would allow the trees to be retained, the decision was therefore made for the trees to be removed. Tree removal shall be no earlier than 9 September 2024.
As mitigation measures shall be in place to retain as many trees as possible, the three Ash trees adjacent to the Stoke Road on slip shall now be classified as “at risk of damage/removal” rather than “removal” and will be subject to on-site assessment by a qualified arboriculturist.
Tree removal consultation (Scheme D)
Notice is hereby given that Worcestershire County Council is undertaking a consultation to remove trees on New Road in the vicinity of the junction with A38 and on the A38 in the vicinity of the junction with New Road.
Information on the location of the trees can be found on the following plan Scheme D Consultation Plan (PDF).
It is proposed that the trees are removed to accommodate the construction of the A38 Bromsgrove Route Enhancement Project (Scheme D: A38 / New Road Junction). In these areas, the carriageway is being widened and crossing facilities improved, whereby the trees will inhibit these construction works taking place. Replacement tree planting is included in the scheme plans.

Tree removal consultation (Scheme E)
Notice is hereby given that Worcestershire County Council has undertaken a consultation regarding the removal of the Lombardy Poplar tree on A448 Stratford Road.

All representations received were carefully considered and discussed at a Street Tree Review Panel on Tuesday 18 June 2024.
The engineering works on Stratford Road, are imperative in order for BREP to achieve its objectives. There are not any alternative engineering solutions which would allow the tree to be retained. This necessitates the proposed removal of the poplar tree. There has not been any information provided which identifies any new factors/constraints for consideration or suggests an alternative which is possible. The decision was therefore made for the poplar tree to be removed.
The tree will be removed no earlier than 2 August 2024.
