Local government reorganisation and devolution
Up-to-date information relating to the government's plans and ambitions for local authorities, as well as information specific to Worcestershire.
The English Devolution White Paper, launched in December 2024, sets out a range of proposals relating to devolution and local government reorganisation (LGR).
What is devolution?
In England, devolution is the transfer of powers and funding from national to local government. It is important because it ensures that decisions are made closer to local people, communities and businesses.
What is local government reorganisation (LGR)?
Local government reorganisation (LGR) is the process in which the structure and responsibilities of local authorities are reconfigured. The government has set out plans to abolish every two-tier system of district and county councils in England. This is relevant to Worcestershire County Council and the six district councils in the county (Wyre Forest District Council, Wychavon District Council, Malvern Hills District Council, Bromsgrove District Council, Worcester City Council and Redditch Borough Council).
In January 2025, the government confirmed that Worcestershire was not on the list for the Devolution Priority Programme and county council elections would take place as planned in May 2025.
