The Shrub Hill area is designated as an Opportunity Zone in the South Worcestershire Development Plan and the Worcester City Centre Master Plan, with an employment-led mixed-use regeneration being encouraged.

Worcester City Council has developed more detailed plans and guidance for the future development of the area, set out in a Supplementary Planning Document (SPD). 

This has been developed working with:

• land owners
• residents
• businesses
• other key stakeholders

Worcester City Council agreed at Council on 17 September 2024 to adopt the Shrub Hill Quarter Supplementary Planning Document as part of the Local Development Framework.
